Get a cheap tablet from huion and use Krita. does stills and animation and is 100% free. worth it imo. check out Blender if you want to get fancy. dont give up! watch lots tutorials and checkout BamAnimation on YT. tons of valuble stuff there! watch em all if you want!

To add to an existing tip, XP-Pen also has really good cheap tablets as well. I use a display tablet from them (display tablet is one with a screen you draw on). There are several out there to choose from that's not Wacom price level to get you started with digital art.
I've heard nothing but good things about Krita, haven't personally used it, but I've seen people do amazing things with the program. I've heard it's pretty similar to a lot of Clip Studio Paint's features, which is what I use. CSP is not free however, though there is a free trial if you are interested in trying it out.
